农业科研单位政府采购适用范围的探讨

《中华人民共和国政府采购法》自2002年颁布至今已10余年,但农业科研单位一些支出内容是否属于政府采购范围仍旧困扰着各部门、各单位。文章通过对政府采购相关法规的剖析,逐项分析了我国农业科研单位政府采购支出内容,以期为农业科研单位更好地执行政府采购政策提供借鉴。

Discussions on Scope of Government Procurement by the Agricultural Scientific Research Units

Though it is ten years past already since the Government Procurement Law of the People′s Republic of China being issued in 2002, but vrious units and sections concerned are still puzzled by whether some expenditures of the agricultural scientific research units can be classified into the scope of government procurement or not. Through the research on the laws and regulations of government procurement concerned, the government procurement expenditures of agricultural scientific research units were analyzed one by one in the paper. These will supply references for agricultural scientific research units to implement government procurement policy better.
