Views on the Strategy of Ecology Priority and the Functions of Government

The author believes that the social issues will mainly be how to coordinate the developments of economic construction and ecological environment in the coming century,so it is an actual choice for us to establish the strategic ideology that priority must be given to the development of ecological economy.The ecological environment management should be put in the first place in the development of modern economic society and implemented precedently in practice.The governmental functions which ensure the enforcement of the strategy under the socialist market economy system are also expounded.
