城市化背景下我国征地补偿标准的实证研究--以重庆市为例

城市化发展在我国已进入到快速发展阶段,这意味着要征用大量的农村集体土地实现城市在空间上的扩张。以我国征地补偿标准突出的问题进行研究分析,并结合当前重庆市征地中的实际情况,以中央政府的新要求和新拆迁法的理念为导向,从完善征地法律体系、规范征地补偿程序,调整征地补偿标准、引入市场评估方式,建立阳光征地机制、确保征地的阳光操作等3个方面提出相应的对策建议。

Empirical research on problems of land expropriation in China--Taking Chongqing city as an example

The city development in China has entered a rapid development stage,which means to commandeer a large amount of rural collective land to realize city spatial expansion.This article take our country land compensation standard of outstanding issues research and analysis,combined with the current Chongqing city land in the actual situation,With the central government and the new requirements of the new law that tear open change idea as the guidance,put forward the corresponding countermeasure proposal from the perfection of land expropriation legal system,standardizing land expropriation compensation program;adjusting the compensation standard of land expropriation,the introduction of market valuation method;setting up the sun acquisition mechanism of land expropriation,ensuring the operation of the sun.
