| 摘 要： | 从当前农地资源利用与配置不尽合理,尤其是农地流转与利益补偿机制缺乏的现状出发,认为市场经济条件下农地制度也必须引入市场竞争机制,实现农地资源可持续利用管理.着重探讨了新形势下应如何稳定和完善农村土地经营使用权,促进土地使用权商品化和农地资源的有效流转与合理配置,推动我国农业和农村经济的可持续发展.这也是我国当前加强农地资源可持续利用管理亟待研究解决的重要问题之一.

| Abstract: | The paper puts forward the necessity of introducing market competition mechanism into management of sustainable use of agricultural land resource based on the fact that it has left much to be desired in using and allocating agricultural land resource, especially the lack of the transferring and compensating mechanism has hindered the rational use of valued agricultural land. Meanwhile, it emphasizes how to stabilize, perfect and promote the process of marketability of the use and management rights, expedite the effective transfer and rational allocation of agricultural land resource under new circumstances, so as to propel the agriculture and rural economy forward, which is also one of the important issues to be settled urgently existing in the study of tightening up the management of sustainable use of agricultural land resource. |
