摘    要:经济发展与环境保护之间具有交互胁迫、动态耦合的规律,对于生态环境比较脆弱的西部地区理应正确认识二者之间的这种特殊所在,实现新农村经济发展与环境保护的相互协调。运用系统科学理论和协同学理论,在分析经济与环境两系统耦合协调基本理论的基础上,构建了西部地区新农村建设中经济发展与环境保护耦合协调的指标体系,建立了耦合协调度模型,并以西部大开发战略的起始年1999年为起点,从时间序列上对西部新农村经济发展与环境保护的耦合协调度进行了水平评价,得出以下结论:经济发展与环境保护的耦合关系加强,协调发展水平逐年提高,且其区域内部差距逐年缩小。

Coupling coordination of new rural economic developmentand environmental protection--Evolution analysis based on the data of 1999-2012 of all western regions
Abstract:Because of the law of interactive stress and dynamic coupling between economic development and environmental protection, the particularity between them should be correctly understood the western region whose ecological environment is relatively fragile, to achieve the coordination of the new rural economic development and environmental protection. Using system science theory and synergetic theory, on the basis of analyzing the basic theory of system coupling coordination about economic and environmental, the article built coupling coordination index system of the new rural economic development and environmental protection in the western region, and established coupling coordination degree model. By taking 1999 which was the starting year of the western development strategy as the starting point, we evaluated the level of the coupling coordination degree of western new rural economic development and environmental protection, and drew the following conclusions: the coupling relation between economic development and environmental protection was strengthening, the coordinated development level was gradually increasing, and its regional internal gap was shrinking eachyear.
