城市化与四川粮食安全问题研究

近年来，随着城市化进程的不断加快和人口的持续增加，耕地总量和人均耕地日益减少。日趋尖锐的人地矛盾已经影响到四川的粮食安全。维护人口大省和粮食主产区的粮食安全事关国家的粮食安全，也是实现四川经济社会可持续发展的前提和基础。本文运用回归、对比、虚拟变量等定量研究方法，对四川城市化进程中影响粮食安全的人口、耕地面积、需求、耕地保护政策等因素进行了定量分析。在此基础上提出了人口增长要从数量型向素质型转变、创新土地制度、以农业生产公共投资增强粮食的生产能力、为“经济人”实现收益最大化创造外部环境等确保四川城市化进程中粮食安全的对策和建议。

Research on Food Security during Urbanization of Sichuan

With the high-speed increase of the urbanization and the population of Sichuan,the gross cultivated land and the average cultivated land per people being decreased.This affects the food security of Sichuan.To maintain the food security of Sichuan relates the whole nation's food security,is the premises and foundation to realize sustainable develop of economy and society of Sichuan either.This paper uses such ways as regression,contrast,and simulant variance to analyze the factors of affecting food security like population,the quantity of cultivated land,the need for food and the policy of cultivated land protection.On that base,the paper puts forward to some suggestions and measures for ensuring the food security during the urbanization.
