农业节水补偿机制研究

我国农业用水向非农业用水大量转出以及农业节水积极性和节水能力的低下,要求建立农业节水补偿机制.在总结国内农业节水补偿政策与实践的基础上,尝试提出了政府补偿与交易补偿互补的农业节水补偿机制.补偿机制包括补偿主体和客体、补偿途径、补偿方式、补偿标准几方面.最后参照补偿机制对我国农业节水补偿现状进行了分析.

Research on Compensation Mechanism for Agricultural Water Saving

For the situation that more and more agricultural water is transferred out of agriculture and the enthusiasm and ability of agricultural water saving subjects in water saving is low,the compensation mechanism for agricultural water saving is needed.The compensation mechanism,which combined the government compensation with transaction compensation,is put forward by summarizing the policy and practice of compensation for agricultural water saving.This compensation mechanism is composed of compensation subjects and objects,compensation approaches,compensation methods and compensation standard.Referring to compensation mechanism,the current compensation situation in China is analyzed in the end.
