| Abstract: | The condition of increasing funds of flood-prevention and the use of the fund in the Jiadao Period was expounded.It was believed that besides of the necessary part of river treatment,there was a gigantic social stratum that lived on flood-prevention funds,which influenced the effective utilization of the flood-prevention funds. |
