科技特派员制度的特征及功能

摘    要:科技特派员制度是鼓励科技特派员深入基层与农民、农业(龙头企业)及新型合作经济组织建立的利益共同体,开展科技服务和创业的一整套制度体系。本文从它的创新性、系统性、持续发展性和灵活性等基本特征与整合功能、动力功能、培训功能和转化科技成果功能等方面进行了论述。

Abstract:This is a complete set of system that the system of special commissioners in science and technology encourage sci-tech special commissioner go down to the grass-roots units, set up the interests of the community with peasant, agriculture (leading enterprises) and the new cooperative economic organizations, carry out scientific and technological services and establish a business. In this paper, it was discussed that its innovative, systemic, sustainable development and flexibility of the basic features and integration functions, power functions, training functions and transforming function of scientific and technological achievements.
