| 摘 要： | 人民公园属公益性事业单位,2000年免费向市民及游客开放后,政府于2004年将其由差额补贴划为全额拨款单位。但无论是差额还是全额,公园的建设投入都是依靠政府拨款,一直以来,在建设投入方面都是＂等、靠、要＂模式,致使公园建设发展步伐缓慢。现就这一问题分析了从挖掘环境资源上,以＂源＂建园来寻求可持续发展之路。

On this issue is analyzed from the excavation of environmental resources in order to ＂source＂ to build parks to seek sustainable development. |
