农业科研事业单位人事管理现状研究

摘    要:简要分析农业科研事业单位人事管理存在的问题,针对存在的问题,提出了转变人事管理理念、建立科学合理的人才激励评价机制和末位告诫或淘汰机制、健全人才激励分配机制等建议。

Abstract:Nearly 20 years has elapsed between the classified reform of agricultural scientific research institutions in 1992, and the guidelines to promote the reforms of agricultural scientific research institutions, issued by the CPC Central Committee and State Council in 2011. During the period of 20 years, the reforms of personnel system of agricultural scientific research institutions moved forward, also has obtained certain achievements, but there are still many problems. In this study, concrete suggestions will be presented on how to establish a scientific, competitive and orderly system of personnel management, performance appraisal and salary management.
