我国中部丘陵地区耕地流转“政府承包”新模式的分析与探讨

Analysis and Discussion on "Government Contracting" New Model of Cultivated Land Circulation for Hilly Regions in Central China

Necessity of intensive utilization and limit of cultivated land circulation in hilly regions of central China were analyzed in the paper.A new model "Government Contracting" had be put forward which based on no-change of cultivated land ownership and usage.In this model,local government or the agricultural department made a large-scale intensive planting on cultivated lands with development potential.By analysis and comparison,it was discovered that this model was practical and had been characterized by improving the farming economic benefits,the farmers’ income and grain productions.It can be widespread.
