山东省农村公共产品供给的需求导向机制研究

新农村建设是新时期农业和农村工作的重点,而加大农村公共产品的有效供给是推进社会主义新农村建设的一个核心问题。文章对山东省农村公共产品的需求特性进行了分析,指出构建完善的农村公共产品的需求导向机制,是增强农村公共产品有效供给的制度创新,并指出政府应在尊重农民需求意愿的基础上,结合资金供给规模和现实发展要求,合理安排不同地区农村公共产品的供给次序和规模,优化农村公共产品的供给结构,进一步推进新农村建设。

Studies on Demand-oriented Mechanism of Supplying Rural Public Goods in Shandong Province

The new countryside construction is the focus of agriculture and rural works in the new era,while increasing the effective supply of rural public goods is a core problem to promote the new countryside construction.Characters of requirement of rural public goods in Shandong Province were analyzed in the paper.It was pointed out that establishing perfect demand-oriented mechanism of rural public goods is the system innovation to enhance the effective supply of rural public goods.The government should respect the demand wishes of farmers,combine with the scale of capital supply and practical development requirements,and arrange for the supply order and size of rural public goods in different areas reasonably,in order to optimize the supply structure of rural public goods and promote further construction of new countryside.
