摘    要:以珠江三角洲乌涌综合整治工程为对象,通过前期设计、征地拆迁、工程实施和资金来源等分析,发现由于受城市化影响,市政工程实施的难度也逐渐提高。其中,城市郊区社会公益性工程的建设成本显著上升,对建设资金提出了更高的需求。补偿标准偏低、相关法律、法规滞后和社会保障机制缺乏等因素都对河涌综合整治涉及的征(借)地拆迁带来了经济纠纷和社会问题。市本级城建和水利部门之间,以及市、区政府部门之间的职能交叉也为城郊河涌综合整治带来了管理上的难题。为克服城郊河涌综合整治中征地拆迁、建设资金和项目管理上的困难,成立各部门联合小组开展工程管理是目前较为可行的模式。

Abstract:Based on the analyses of preliminary design, land expropriation, project implementation and funding source of the revitalization of Wuchong in the Pearl River delta, Guangdong Province, it was found that the cost of public municipal projects greatly had been increasing with the urbanization of the suburb in the Pearl River plain, P.R. China. The legal deficiency, low compensation standards and lack of social security for people influenced synergistically had brought the economic dispute and social instability for the revitalization of river system. The intercrossing of management by both the construction and the water resources departments, as well as function of the city and the districts had also caused the inefficiency of revitalization. In order to overcome the problems of land expropriation, investment funding and project management, it is necessary to establish united group for project implement the management.
