在经济发展遭遇资源、资金瓶颈,产业结构优化调整的今天,中小企业发展面临着前所未有的压力,针对中小企业发展面临的问题,政府应坚持间接支持为主、低成本、高绩效和公共性原则,运用财政政策,创新专项资金用途;加强信用担保体系建设;深化完善贷款风险补偿制度;以财政引导风险或创业投资的发展;引导企业技术创新;通过政府采购扶持等促进中小企业又好又快地发展。

Research of Fiscal Policy to Promote Small and Medium-sized Enterprises

Along with economic development,the small and medium-sized enterprises are confronted with a series of pressures,so this paper point out the government must support these enterprises with fiscal policy,strengthen building of credit guarantee,improve compensation system against risk in loan,quicken technological innovative capability,take advantage of government procurement to promote small and medium-sized enterprises.
