| 摘 要： | 我国生态建设正处在“治理与破坏相持阶段”的判断,其经济内涵是,如何在国民经济增长与生态建设从互竞互斥到互补互适的过程中,把握好生态建设时机与尺度的问题。这一判断的理论基础之一是环境库兹涅茨曲线假设。充分理解和把握相持阶段的理论,需要根据可持续发展理论对我国当前及长期生态建设形势与任务进行基本的判断,设计和实施可持续林业发展战略,顺利爬坡,迈向环境库兹涅茨曲线的右段。
