日本和韩国农业多功能性理论与实践及其启示

农业的多功能性是指农业除了满足人和牲畜所需要的食物和纤维这一基本功能以外,还具有满足其他社会、文化和生态环境等需要的多种功能。日本和韩国是世界上较早重视农业多功能性研究与建设的国家,其农业多功能性研究和实践是出于应付国际游戏规则调整的形势需要,但它符合可持续发展模式的要求,迎合了各国制定农业保护政策的潮流。日韩对农业多功能性的概念、内容和评价方法等理解具有一致性,但在农业多功能性研究与实践的社会环境和重视度等方面有所差异,其有关经验对我国实施农业可持续发展和建设社会主义新农村等具有很好的启示。

Theory and Practice of Agricultural Multi-Functionality in Korea and Japan and Its Implications

Agricultural multi-functionality refers to that agriculture not only needs to satisfy food demands of people and livestock,but also to meet demands of society,culture,ecological environment and other aspects.Japan and Korea are countries which have early paid attention to research and construction of agricultural multi-functionality;and the purpose of their study is mainly to cope with adjustment of international game rules.And the study is not only in accordance with demand of sustainable development mode,but also meets the need of agriculture protection policy making.Korean and Japanese have similar understanding to concept,content,and assessment methods of agricultural multi-functionality,but have different society background in practice application and research extent.The experience of their study and practice in agricultural multi-functionality could supply good implication to our country in sustainable agriculture development and socialism construction.
