韩国、日本经验对提高我国农民素质的启示

韩国、日本在人均资源贫乏的条件下,通过科学发展实现了农村面貌的改善,农村社会经济的发展,农民收入的增加,农民素质的整体提高,促进了城市与农村、工业和农业的互动、协调、良性发展.从韩国、日本的发展实践来看,其新农村建设对如何提高我国农民素质以重要启示:提高农民素质必须坚持政府引导与农民自愿相结合的原则;坚持基础性与多面性相结合的原则;坚持科学规划与因地制宜相结合的原则.

The Enlightenment of the Experiences in South Korea and Japan to Improve Farmers' Quality in Our Country

South Korea and Japan have realized the improvement of appearance,the development of rural society and economy,the increase of farmers'income,the overall improvement of farmers'quality.At the same time,the two countries have promoted interaction,coordination,benign development between urban and rural,industry and agriculture through scientific development under the conditions of per capita resource-poor.The experiences of South Korea and Japan give us some important enlightenment about how to improve the farmers'quality in construction of new countryside:we must insist that the government's guides should combine with farmers'will,basic principle should combine with versatility,the principles of science planning should adhere to local conditions.
