摘    要:目的]为水资源的科学分配提供理论依据。方法]以"发展综合指标测度"(DD)做为量化可持续发展的方法,构建了基于可持续发展量化方法的水资源优化配置模型,并介绍了模型的求解方法。结果]优化模型建立的目标函数为MaxDD(T)=Max{EG(T)1β.LI(T)β2]},并对式中的参数进行了约束,约束条件体现了可持续发展的要求。采用了"遗传算法",以各水源分给各用户的水量作为决策变量,对决策变量进行编码并组成可行解集,通过判断每一个体的优化程度来进行优胜劣汰,从而产生新一代可行解集,如此反复迭代来进行模型求解。结论]构建了面向可持续发展的水资源优化模型,为进一步科学分配水资源提供了新的思路。

Abstract:Objective] The study was to provide a theoretical base for the scientific distribution of the water resource.Method] With development comprehensive index measure(DD)as sustainable development quantification method,the optimization and disposition model of water resources was constructed on the basis of sustainable development quantification method and the solving method of the model was introduced.Result] Target function of optimization model was constructed as MaxDD(T)=Max{EG(T)β1·LI(T)β2]}and the parameters in formula were constrained.The requirement of sustainable development was reflected in constrained conditions.With the genetic algorithm,the water quantum from each water resource,which was distributed to user,was taken as the decision making variance to be was coded to compose the feasible solution set,then a new generation feasible solution set was produced after competition by judging the individual optimization degree,the model was solved by the repeated iterations.Conclusion] The optimization and disposition model of water resources was constructed for the sustainable development quantification method to provide a new thought for the further scientific distribution of the water resource.
