浅析英国福利国家的社会济贫政策

1601年伊丽莎白女王颁布《济贫法》,以此为基础,英国逐渐形成了以征收济贫税、建立济贫机构等为主要内容的一整套济贫政策。1834年通过的新《济贫法》在原有的济贫政策上增加了院内救济,其最终目的虽是维护封建统治秩序的稳定,但法令的实施不仅在一定程度上缓和了当时较为紧张的社会矛盾,而且由此确立的济贫传统也对英国社会保障模式的形成产生了深远的影响。

In 1601 Elizabeth promulgated Poor Law,based on this,in the UK gradually formed a collection of poor tax,set up a poor agencies as the main contents of the set of poor policy.In 1834 it passed the new Poor Law in the original poor policy and increased indoor relief,and with the ultimate aim of maintaining the feudal ruling order though is stable,but this a series of poor implementation of law not only to a certain extent,ease the tension was more social contradictions,and the establishment of the poor tradition in Britain also have had a profound impact after the formation of the social security mode.
