| 摘 要： | 明晰所有权、勘界发证是集体林权制度改革的重要任务,而山林权属不清、争议多则是各地普遍存在的现象。本文通过对林木林地权属纠纷形成原因的系统分析,提出了预防林权争议发生的措施,并结合工作实践,提出了解决林权争议的办法,对推进集体林权制改革具有指导意义。

| Abstract: | Clarification of ownership, demarcation and issue of certificates are the important tasks of the collective forest tenure system re- form. Forest tenure ambiguities and disputes are common existing phenomena in various regions. In this paper the causes for forest and forestland tenure disputes were analyzed systematically. Precautionary measures and solutions for these tenure disputes were put forward based on our working practice,which may have some guiding significance for promoting the collective forest tenure system reform. |
