公众参与在昆明"创园"建设中的作用探讨

公众参与是城市绿化建设中不可或缺的重要力量,也是保障城市绿化建设质量与效益的有益补充.通过对比分析国内外公众参与城市园林绿化建设的方式和成效,借鉴与引用国内外公众参与城市绿化建设方面的成功经验以及相关的政策法规,根据昆明城市自身情况提出几种公众参与城市园林建设的可能形式,以促进昆明创建"国家园林城市"目标的实现并保障城市园林绿化的质量.

On the Role of Public Participation in Building Kunming as ''''National Gardening City''''

Public participation is an essential power in urban greening and forestation,and it is also a beneficial supplement to guarantee the quality and effects of the greening and beautification in urban area.Based on comparing and analyzing the approaches and effects of public participation in urban forestation both abroad and in China,and by means of referring to and introducing the relevant experience and corresponding policies and regulations,some possible approaches of public participation in urban greening were proposed to promote achieving the goal of building Kunming as a 'national gardening city' and to ensure the quality of greening and beautification in the light of the realistic situation in Kunming.
