| 摘 要： | 在明晰土地整理及其时机分析定义的基础上 ,运用定量分析方法 ,对关中地区土地整理的时机做出评价。首先采用位序标准化法和极值标准化法分别处理 ,然后用层次分析法 (AHP)确定各因素因子的权重 ,最后得到各地区的总分值 ,按从高到低的顺序依次是 :西安地区 ,咸阳和渭南 ,宝鸡和铜川。认为政府可以此为依据 ,做出不同地区不同的政策调整以引导政府以外投资的方向。最后阐述了土地整理改善区域生态环境的途径和整理过程中所忽略的坟茔地整理的方法。 |

| Abstract: | Based on the definition, with quantitive measure,the order of choosing and implementing a project was determined by opportunity analysis of the land consolidation. The sequence gained was Xi'an area, Xianyang and Weinan area, Baoji and Tongchuan area. According to this,different policy would be done in order to lead investment except the governmental. At last, the measures of improving entironment and grave land consolidation that was often ignored in reality were expounded. |
