| 摘 要： | 随着城市化建设进程的加快,平原区开发建设项目不断增多,人为造成水土流失的现象日益加剧.笔者在分析平原区开发建设项目水土保持预防监督中面临的法律法规、行政审批和行政处罚等方面的主要问题,提出相应的对策措施.

| Abstract: | Some man-made phenomena of soil and water losses have been gradually increased in the development and construction projects in plain cities as the process of urbanization.The paper studies the problems in laws,rules,administrative authorization and punishment,etc.,and proposes the corresponding countermeasures. |
