浅析海洋功能区划、海洋开发规划与海域使用管理

海洋功能区划是海洋开发规划的基础,且区划和规划是海域使用管理的前提,海域使用管理则是对实际用海活动的有效控制。当前,海洋经济与管理事业的发展需要进一步理清以上三者的关系。首先从多个角度分析其区别与联系,在此基础上提出处理三者关系的几点思路:一要加强区划实施的各方面建设;二要加强规划的协调性和可行性;三要全面提高海域使用管理水平。

The Relationship among Marine Functional Zoning,Development Planning and Management on Sea Area Use

The basic of marine development planning is functional zoning, and they both are me premise of using and management of sea areas. Further, management on sea areas use is of practical activities in the sea of effective control. At present, the further development of marine economy and management depend on clarifying the relationship of the above three. This article analysis the difference and the relation from multiple per- spectives, and then proposed some ideas of this issue as following： first is plan and practice of Func- tional- Zoning and Development--Planning must be strengthened; the second is Management on Sea Area Use should be raised in an all--round way.
