我国南海海水养殖环境的集成管理研究

海水养殖业作为海洋渔业的重要支柱,而海洋环境则为海水养殖提供广阔的空间资源,并影响其持续发展。本文在深入剖析南海海水养殖环境污染现状的基础上,指出南海海水养殖环境管理的重点是实现海水养殖业转型升级,并从产业发展与环保关系、立法和创新执法难题、政府与社会的关系、技术与人才瓶颈等方面指明其难点。进而提出构建多主体联合、多区域参与、多管理方式、高协调度的"三高一多"的南海海水养殖环境集成管理模式,以期实现南海海水养殖环境及其管理的优化。

The Research of the Marine Culture Environment Integrated Management in South China Sea

The marine culture industry is the important pillar of marine fisheries .The marine environ‐ment provides vast space resources for it ,and impacts its sustainable development .Based on the analy‐sis of the marine culture environment pollution in South China Sea ,it must be pointed that the focus of the marine culture environment management in South China Sea is to realize its transformation and upgrading .Then the paper indicate the difficulties from some aspects such as the relationship between industrial development and environmental protection , the problems of legislation and law enforce‐ment ,the relationship between the government and the society ,the lack of technology and the talent . In order to realize the optimization of marine culture environment and its management in the South China Sea ,the paper put forward to building an integrated management mode of marine culture envi‐ronment with multi -agent joint ,multi -region participation ,and multi -management methods ,as well as the high coordination degree .
