21世纪中国水土保持科学的创新与发展

摘    要: 根据我国水土流失综合治理实践以及当今水土保持生态环境建设的技术需求和目标,对我国水土保持科学研究进展与研究思路进行了剖析和反思。认为急待创新我国水土保持科学研究,调整研究工作思路,将水土保持科学的研究重点从土壤保持转变为水土资源的保护与安全高效利用,并尽快建立以地表径流调控与水土资源同步高效利用理论为核心的、具有中国特色的中国水土保持科学与技术创新体系;同时,强调以地表径流调控为手段,同步实现水土资源高效利用为核心的现代水土保持科学技术体系将是21世纪中国水土保持科学的创新与发展方向。

Abstract:Analyzing research achievements of soil and water conservation in China, combining with the practice of comprehensive controlling, technological requirements and the aim of current ecological environmental construction, this article seriously analyzes the research progress and thought of soil and water conservation in our country, raises immediate innovating and scientifical adjusting research of soil and water conservation, also indicates transforming our research priority from soil conservation to protecting and utilizing land and water resource in high efficientcy, building the scientific and technological innovation system of soil and water conservation with characteristics of China in the core theory of runoff regulation and land and water resources utilization, which will be the direction of innovating and developing in the soil and water conservation science in the 21st century.
