海峡两岸土地流转制度绩效对比

从农业总产值、产量、劳动产出率、土地产出率、化肥施用量几个指标分析了大陆和中国台湾地区自1949年以来各个土地制度阶段的经济效率,并将两地的农地投入和产出数据进行回归,比较不同产权制度下的土地效率。研究表明:农业用地的产权可以有不同的归属形式,但是土地所有权和使用权的政策要稳定,产权边界要清晰,这才能提高生产的积极性,降低流转成本,增加相关受益人对土地的投入,达到提高土地生产效率的最终目标,并提出了相关政策建议。

Comparison of the performance of land transfer system between China's mainland and Taiwan

The economic efficiencies of China’s mainland and Taiwan at various land system stages since 1949 were analyzed in terms of such indicators as agricultural output value,production,labor productivity,land productivity,and amount of applied chemical fertilizer,and then the regression analysis of the input and output of farmland was made according to the data of China’s mainland and Taiwan so as to compare the land efficiencies under different property right systems.The results showed that the property rights of farmland could have different ownership forms,but the policies of land ownership and tenure should be stable and the property boundaries should be clear in order to improve farmers’ production initiative,reduce turnover costs and make the related beneficiaries increase input of farmland.Also relevant policies and suggestions were put forward.
