| 摘 要： | 从土地管理的目标出发，分析了耕地总量动态平衡的实质，提出了耕地总量动态平衡的内涵及其函数模型，进而分析了耕地数量、耕地质量、时代（时间）和区域（空间）等四个变量因素与耕地总量动态平衡的相关性，并认为制定一个科学的、切实可行的土地利用总体规划是实施耕地总量动态平衡的技术基础．

| Abstract: | From the object of land management, the content of dynamic poise of arable land quantum was analyzed, and the functional model of dynamic poise of arable land quantum was set out. Then the correlation between four variable factors, arable land amount, arable land quality, times (time) and area (space), and dynamic poise of arable land quantum was analyzed. All these showed that a scientific and feasible total plan of landuse is the technical basis of dynamic poise of arable land quantum. |
