基于农民工问题的农产品加工企业社会责任探析

为了解决农民工问题,党和国家相继出台了一系列重大的方针政策,形成了以人为本、公平对待、协商管理的农民工权益保护为核心的政策范式,政策的调整体现了执政者发展理念的创新和科学发展观的形成,但当前农民工工作仍存在一些薄弱环节和突出问题,这主要表现在劳动工资水平普遍较低,拖欠工资现象严重;签订合同比率不高,合同格式极不规范;超时劳动比较普遍,女工不能享受带薪休产假;劳动安全条件差,发生职业病和工伤事故的比例高;组织化程度低,谈判中处于劣势地位;职业培训缺乏,就业能力贫乏。在介绍农民工问题的基础上,探讨了企业对社会责任的认识发展过程,从国际环境变化的要求、国内政策环境变化的要求、企业员工构成状况变化的要求3个方面分析了农产品加工企业应承担社会责任的原因,并提出了加大培训力度、提高农民工对企业的忠诚度、健全劳动权益保障制度、依法保护劳动者权益、加强企业工会制度建设、提高农民工的组织化程度、提高企业履行社会责任的能力等农产品加工企业对农民工承担社会责任的措施。
