摘    要:在界定集体建设用地基准地价内涵及价格构成的基础上,将集体建设用地与国有建设用地进行对比,依据集体建设用地存在的权利表现不充分、法规支持有缺失、交易制度不完善等实际情况,构建了评估集体建设用地基准地价的修正因素因子体系;同时,采用类比修正的方法对集体建设用地基准地价进行评估,利用费用差异、收益差异、风险系数对修正因素进行相应的验证。为探索科学量化集体建设用地基准地价提供了一种新的方法,为集体建设用地流转提供了全面、科学的技术依据。

Abstract:The author defined the benchmark premium connotation of collective construction land and the price structure on the basis of comparison, the collective construction land and state-owned construction land, in accordance with the collective construction land the right to performance was not adequate, the lack of regulatory support, transaction system was flawed and the actual situation, to build the assessment of amendments to the collective construction land base premium factor. The author used the analog correction method to evaluate the benchmark land price of the collective construction land, and the use of cost differences, income differences, the risk factor was the correction factor corresponding validation. The author provided a new way to explore the scientific and quantitative benchmarks of collective construction land premium, to provide a comprehensive, scientific basis for the collective construction land.
