基于修正法的集体建设用地基准地价评估探讨

在界定集体建设用地基准地价内涵及价格构成的基础上，将集体建设用地与国有建设用地进行对比，依据集体建设用地存在的权利表现不充分、法规支持有缺失、交易制度不完善等实际情况，构建了评估集体建设用地基准地价的修正因素因子体系；同时，采用类比修正的方法对集体建设用地基准地价进行评估，利用费用差异、收益差异、风险系数对修正因素进行相应的验证。为探索科学量化集体建设用地基准地价提供了一种新的方法，为集体建设用地流转提供了全面、科学的技术依据。
