摘    要:为评价河南省烤烟种植的生产效率问题,采用DEA方法,利用连续3年的成本收益数据对河南省烤烟生产效率进行了实证分析。结果表明,与其他产烟省份相比,河南省烤烟生产效率属于非DEA有效,省内不同产烟县烤烟生产效率差异较大。在此基础上,探讨了河南省烤烟生产中非有效决策单元效率损失的影响因素,并提出了对策建议,包括实施科技创新工程、增加种植收购计划、统筹不同烟区发展、大力推进机械化、合理配置生产物资等。

Abstract:To evaluate the production efficiency of flue-cured tobacco planting in Henan Province, an empirical analysis on flue-cured tobacco production efficiency in Henan Province was conducted based on cost-benefit data from three consecutive years using DEA method. The results showed that compared with other flue-cured tobacco-producing provinces, flue-cured tobacco production efficiency in Henan province belonged to non-DEA effective type; moreover, great differences in flue-cured tobacco production efficiency existed among flue-cured tobacco-producing counties of Henan Province. On this basis, the influencing factors for non-effective decision-making unit efficiency loss in Henan provincial flue-cured tobacco production were discussed and some suggestions were proposed, including implementing science and technology innovation project, increasing growing and purchase plan, balancing different flue-cured tobacco-growing areas development, vigorously promoting mechanization, and rational allocation of production materials and so on.
