| 摘 要： | 集体林权制度改革是继家庭联产承包责任制之后,中国农村经营制度的又一次重大变革,集体林权制度改革在保持集体林地所有权不变的前提下,将林地经营权交给农民,使农民不仅具有经营的主体地位,而且享有林木的所有权、处置权、收益权。文章通过对福贡县集体林权制度改革中的成效和存在问题进行分析,提出集体林权制度改革的对策建议。
