基于DEA的农业循环经济相对有效性评价——以四川省为例

摘    要:选取农业能耗指数、化肥施用量、农作物播种面积、农林牧渔业从业人员作为区域农业循环经济发展投入指标,农林牧渔业总产值、农村居民人均纯收入、粮食单产作为产出指标,构建了DEA模型对四川省21个地市农业循环经济相对有效性进行评价。评价结果表明:13个地市农业循环经济发展相对有效,8个地市相对无效;劳动力资源过剩和土地资源利用不足是各地区农业循环经济非DEA有效的主要原因;各地根据各自的问题调整投入,同时以"3R"原则为指导,采取各种措施,农业循环经济发展程度将会有所提高;21个地市州中,眉山市和广安市规模经济递减,两地农业经济增长方式亟待转变。

Abstract:The model of DEA for the relative efficiency evaluation of agricultural circular economy among 21 city-regions in Sichuan province was established,which took the agricultural energy consuming index,consuming dosage of chemical fertilizers,planting area of farm crops and labour force engaged in agriculture,forestry,animal husbandry and fishery as input indexes and the gross output value of agriculture,forestry,animal husbandry and fishery,annual per capita net income of rural households,outputs of farm products per hectare as output indexes.The result revealed that 13 cities were relative efficiency in agricultural circular economy and 8 were inefficient.The main reasons of non DEA efficiency of agricultural circular economy in each area were the excess of labor force and the inefficient use of land resources.The development of agricultural circular economy would be improved by adjusting the inputs and taking various measures according to the principle of "3R" in different areas.Among 21 city-regions,the scale economy of Meishan city and Guangan city were decreased gradually and their agricultural economy growth mode should be changed.
