| 摘 要： | 分析了现行农地征用制度对农地产权的侵害，以及其运行过程中所折射的农地产权的残缺，提出要完善农地产权需从两方面入手：一是引入市场化手段改革征地制度；二是进行农地产权制度建设，即明确所有权主体，界定产权边界，设立农地发展权。

| Abstract: | The essay analyses the damage to farmland's property rights caused by present farmland expropriation system directly and the incompleteness of farmland's property rights reflected during the operation of present expropriation system.So farmland's property rights should be improved and perfected from two sides:the one is that market mechanism should be introduced into the farmland expropriation system,the other is reconstruction of farmland's property rights system:making subject of ownership clear, defining boundary of property rights, establishing farmland's development right. |
