科技小院模式助力农业科技推广的实践与思考

科技小院是"产学研用"紧密结合的新模式,是精准服务"三农"发展的新举措,在创新农业科技、培养农技人才、助力农技推广等起到重要作用。本文采用多案例研究的方法,梳理科技小院运行的特点和成效,深入探讨科技小院发展过程中的制约因素,并为科技小院的高效推广和持续发展提出相应对策建议。结果表明:缺少政策引导与法规保障、科技小院建设效率不高、农民与农技推广人员存在知识代沟等因素制约了科技小院的发展。据此,提出健全科技小院推广政策制度、提高科技小院的建设效率、缩小农户与农技推广人员的知识差距等建议,以期为农业创新体系建设、农业科研体制改革和农业科技推广服务提供理论指导,更好地服务乡村振兴工作。

Practice and Reflection on the Mode of Science and Technology Backyard to Help the Popularization of Agricultural Science and Technology

Science and Technology Backyard is a new mode of close combination of “industry, university, research and application”, a new measure to accurately serve the development of “agriculture,rural areas and farmers”, and it has played a prominent role in agricultural technology innovation, agricultural technology personnel training, agricultural technology promotion and so on. Using the method of multi case study, this paper combed the characteristics and effectiveness of the operation of Science and Technology Backyard, discussed the factors that restrict its development and proposed suggestions conducive to its future development. The results showed that the development of Science and Technology Backyard is restricted by the lack of policy guidance and legal guarantee, the low efficiency of its construction and the knowledge gap between farmers and agricultural extension personnel. Thus, it is suggested to perfect the policies of Science and Technology Backyard, improve the construction efficiency of Science and Technology Backyard and narrow the knowledge gap between farmers and agricultural extension personnel. In order to provide theoretical guidance for the construction of agricultural innovation system, the reform of agricultural scientific research system and agricultural science and technology extension services, and better serve the rural revitalization.
