乡村振兴视角下基层政府与农民互动机制研究

基层政府是乡村振兴政策的执行者,农民是乡村振兴的受益者和参与者。要真正实现乡村振兴,需要在基层政府与农民之间建立良性的互动机制。通过案例研究和实证分析,基于对河北省秦皇岛市B区街道办事处行政人员及管辖区域内10个村庄的农民进行调研,发现基层政府硬性推行政策、基层行政人员责任意识不足导致基层政府互动低效性,而农村人口空心化严重、农民互动意识淡薄、农民互动能力不足使得农民缺乏互动意愿。因此,从重视对农民互动能力的培养、强化基层行政人员责任意识、实施基层情治、构建基层政府与农民互动平台和健全基层政府考核评价机制等五个方面提出优化互动机制的对策。

The Interaction Mechanism between Grassroots Government and Farmers from the Perspective of Rural Revitalization

Grassroots government is the executor of rural revitalization policy, and farmers are the beneficiaries and participants of rural revitalization. To truly realize rural revitalization, it is necessary to establish a benign interaction mechanism between grassroots governments and farmers. Through case study and empirical analysis, based on the investigation of the administrative staff of the B district street office in Qinhuangdao City and the farmers in 10 villages in the jurisdiction area, it is found that the rigid implementation of the policy of the grass-roots government and the lack of responsibility consciousness of the grass-roots administrative staff lead to the inefficient interaction of the grassroots government. However, the serious hollowing out of the rural population, the weak awareness of farmers’ i nteraction and the lack of farmers’ i nteraction ability make farmers lack of interaction willingness. Therefore, this paper puts forward the countermeasures to optimize the interaction mechanism from five aspects: attaching importance to the cultivation of farmers’ i nteraction ability, strengthening the responsibility consciousness of grass-roots administrative personnel, implementing grassroots governance, constructing the interaction platform between grass-roots government and farmers,and improving the evaluation mechanism of grass-roots government.
