| 摘 要： | 20世纪90年代以来,我国农民减负增收的困难主要源于现行财政分配体制不合理和乡镇政府财权、事权的不均衡。必须改革现行的财政分配制度,均衡基层政府事权与财权,精简机构,减轻农民负担。

| Abstract: | Since 1990s,the main obstacles to peasants' better income lie in the non-equilibrium between government's financial-right and it's duty at basic levels.So the present financial distribution system have to be reformed and the administrative institutions must be simplified to alleviate peasants' burden and increase their income. |
