| 摘 要： | 今后一个时期是我国全面建设小康社会的关键时期，开展水土流失综合防治工作面临新的机遇与挑战，要求健全、完善政策体系，为水土流失综合防治工作提供制度保障。该文回顾与评价了我国水土流失综合防治政策，分析了我国水土流失综合防治面临的形势，提出了完善水土流失综合防治政策的总体思路、目标任务与对策建议，为制订今后一个时期水土流失综合防治战略提供参考。建议及时修订《中华人民共和国水土保持法》、编制国家水土保持战略规划、成立国务院水土保持委员会、增加政府投入，同时积极探索建立水土保持生态补偿机制。
