Owner-op- erators are more likely to have greater flexibility to adopt conservation tillage than who must often get approval from the owner before making production practice changes. Conservation tillage may tax the managerial skill of the operator. Farmers typically make production decisions within a short time frame, a fact that may discourage investment in measures that increase returns only over the long run as is the case with conservation tillage.
