石羊河流域水资源使用权分配模型研究

摘    要:根据水权概念及分配原则,从2个层次划分水资源使用权:依据生态用水保障原则、公平性和高效性等原则,从宏观层次建立水资源使用权分配简化模型;在分析宏观经济、供需平衡、现状用水的基础上,从宏观和微观2个层次建立水资源使用权分配复杂模型。以石羊河流域为例,分析模型各自优缺点,结果表明,简化模型较为简单,计算速度较快;复杂模型不仅能分配不同地区,而且能分配不同行业水资源使用权,计算结果更为合理。

Abstract:Based on the conception and allocation principles of water rights,water resources usufruct is divided.The simple model is set up based on ecological guarantee,equity,highly efficiency and so on principles.The complicated model is established by analyzing macro-economy,supply and demand balance and actually diverted water.Taking Shiyang River Basin as an example to analyze the advantages and disadvantages of models,the results show that the simple model is simpler and the calculating speed is much quick;the complicated model can allocate water resources usufruct including not only different areas but also various industries and the calculating results are much reasonable.
