试论农业科研管理和成果转化机制创新问题

简述了农业科技工作的根本任务,指出了农业科研管理体制创新的5条思路:明确农业科研机构职能定位,加强农业科研管理模式优化,调整农业科技创新方向,加强科技成果示范基地建设,完善科技成果评价体系;提出了成果转化机制创新的4项举措:通过科技产业化途径实现农业科技成果快速转化,运用市场化机制促进农业科技成果转化,采取标准化手段提高科技成果转化效率,建立企业化的科技成果转化体系。

DISCUSSION ON THE INNOVATION OF THE MANAGEMENT AND ACHIEVEMENT TRANSFORMATION OF AGRICULTURAL SCIENTIFIC RESEARCH

This paper briefly stated the basic task of agricultural scientific work, pointed out five ideas in the system innovation of agricultural scientific research management, i.e. identifying function orientation of scientific research institution, enhancing optimization of its management, adjusting innovation direction of agricultural technology, strengthening the establishment of demonstration base for achievement transformation, and finally proposed four countermeasures for the mechanism innovation of achievement transformation, including applying industrialization approaches, marketability mechanism, standardization methods, and establishing corporation system to speed up and improve the transformation.
