| 摘 要： | 退耕还林工程的实施，为云南农村经济结构的调整创造了条件，通过退耕还林，发展林产业，开发生物资源，发展旅游业，发展特色经济，培植新的经济增长点，达到调整农林产业结构的目的。并提出了编制好实施方案和年度作业设计等5条实施退耕还林的措施。
