| 摘 要： | 为了有效防御山洪灾害,我国建设了一批山洪灾害县级防治非工程措施试点工程,宽甸县于2010年被列入实施县。该工程的2012年防汛运行实践证明,山洪灾害防治非工程措施在防御山洪灾害中具有巨大作用,但同时也暴露出一些问题。
