基于“刘易斯拐点”的农村土地流转制度创新

从我国劳动力由“无限供给”转向“有限剩余”这一现状出发,分析了农村土地流转制度创新的必要性,指出了导致农村经济发展缓慢的深层次体制原因——二元经济结构,着重强调了现行农村土地流转制度是导致近年来农村经济发展缓慢的根本原因,探讨了制约农村土地流转制度创新的因素,提出了相应的创新我国农村土地流转制度的措施与建议。

Innovation of the Rural Land Circulation System Based on "Lewis Turning Point"

Starting from the current status that the labor force in China transfers from "unlimited supply"to "limited surplus",the necessity of the innovation of rural land circulation system was analyzed.The deep system cause ——binary economic structure that led to slow development of rural economy was pointed out.It was stressed that the current rural land circulation system was the fundamental reason for restraining the rural economic development slowly.The factors that restricted the innovation of rural land circulation system were discussed.Some measures and proposals for the innovation of the rural land circulation system in China were proposed.
