灌区季节性水价的确定及实施

为了避免传统夏秋作物种植比例造成的用水高峰期，提高单方水的生产率、节约用水、选取了频率为２５％（丰水年）、５０％（平水年）、７５％（枯水年）的３个典型年，以水库多年来水径流观测系列进行推算，得出了季节性水价方案，并在方案实施中实行收支两条线，减少了水费计收过程中的多余环节。

Determination of Seasonal Water Price for Irrigation Districts and Implementation

In order to aviod peak period of water consumption caused by the traditional planting ratio of summer autumn crops and to raise the productivity of per m 3 of water and save water consumption, a scheme of seasonal water price is obtained by using the hydrological data of high flow year ( P =25%), moderate flow year ( P =50%) and low flow year ( P =75%) and multiyear observed coming flow data series of the reservoir. And the two lines of revenue and expenditure are carried out in the scheme implementation. Therefore, the unnecessary links in the water fee calculation and collection process, are decreased. [
