自然保护区集体林权制度改革探索

自然保护区与农村经济社会发展和农民的土地权益密切相关。自然保护区集体林权制度改革最核心的内容,是在不改变自然保护区内集体林地所有权关系的前提下,协调好自然保护区建设与农村经济社会发展之间的土地利用关系,依法维护集体林权和落实林地林木管护责任与补偿责任。自然保护区集体林权制度主体改革完成以后,还需要进行配套的制度改革,实现生态公益林制度的法律化,建立自然保护区林地管理契约制度和自然保护区社区共管制度,区分中央和地方政府财政投入的责任及建立自然保护区资金保障制度。
