气象灾害损失评估技术及应用研究

摘    要:根据气象灾害影响程度,分析了现行灾害评估中的缺陷,提出了定量评估的模糊评判法,将气象灾害造成的人员伤亡、生态环境破坏、直接经济损失、效益损失、救援损失、恢复重建等评估指标折算为精确化损失指数,归结了气象灾害损失评估的定量计算公式,并采用灾度指数和灾损等级作为气象灾害损失的相对度量指标。最后给出了一个损失评估应用实例,验证了评估方法的有效性。
