摘    要:[目的]农产品质量安全是各级政府和老百姓最关注的问题之一,如何强化源头严防、过程严管、风险严控,创新监管方式、提升监管效果是当前监管工作面临的重大挑战。[方法]基于四川省实地调研,从农产品质量安全监管体系、执法体系、检测体系、风险应急体系、追溯体系五个方面对四川省农产品质量安全监管状况作出分析。[结果]揭示了四川省农产品质量安全监管体系不够完善、执法监管难度较大、收贮运环节监管乏力、检测能力仍然薄弱、农产品质量安全溯源困难等问题。[结论]提出通过建立有效的投入品源头管理机制、合理的产地准出准入管理机制、科学的质量安全监测体系、完善的质量安全追溯管理体系、可行的网络化监管工作体系来构建四川省农产品质量安全监管长效机制。

Building a Long-Term Mechanism of Agro-product Quality and Safety Supervision in Sichuan Province
Abstract:[Objective]Agro-product quality and safety issue is one of the major concerns catching the government and people’s attention. How to strengthen source prevention, process management, risk control, innovating regulatory methods and improving regulatory effect are the major challenges that the current regulatory work faces. [Method]Based on field investigation in Sichuan Province, this paper analyzed the situation of agro-product quality and safety supervision in Sichuan Province from supervision system, law enforcement system, testing system, risk emergency system, traceability system of agro-product quality and safety supervision. [Result]It revealed that the supervision system is not perfect, the difficulty of law enforcement supervision is large, the supervision of receiving, storing and transporting links is weak, the detection ability is weak and the traceability of agro-product quality and safety is difficult in agro-product quality and safety supervision in Sichuan Province. [Conclusion]Building a long-term mechanism of agro-product quality and safety supervision in Sichuan Province were put forward through input effective source management mechanism, reasonable origin access management mechanism, scientific quality and safety monitoring system, perfect quality and safety traceability management system and feasible network supervision system.
