农业科技创新体系低效运行的深层次原因

摘    要:农业科技创新是提高农业综合生产能力、有效保障国家粮食安全、建设现代农业的关键动因。农业科技创新体系低效运行的深层次原因在于各创新主体的价值选项和行为特征存在差异,而各创新主体间的耦合联动机制尚未有效形成。建立和完善我国现行农业科技创新体系,重点应围绕促进各创新主体之间的有效联动,从体制、机制和政策环境三个层面进行相关创新。

Abstract:Innovation of agricultural science and technology is a critical agent which could improve integrated agricultural productivity, ensure food security and construct modern agriculture. The system of agricultural science and technology runs in a poor condition was caused by two ultimate reasons, i.e., the choices of all kinds of innovative subjects are differ from their characteristics of behavior, and the mechanism of all sorts of innovative subjects cooperated harmonious has not established. The keystone should be oriented to link all subjects. All the factors should not be ignored, such as the system, mechanism and environment of policies in the course of establishment of the system of agricultural innovation.
